Doesn't mean that there's a minimum speed that they'll provide you with. It just means that that's the maximum that you might reach. With overseas sites, it might happen in the circumstances where, One, Lady Luck smiled at you. Two, the stars are alighed in that particular fashion, maybe once in a hundred years? Anyway, that's not important. Since the test sites they setup, most probably will be located locally. So no matter what speedtest utilites they provide you with, will only provide the local bandwidth measurements only.
